In its waning years, the Ottoman Empire had nominal control over Jerusalem, but the stronger powers of Western Europe each took a piece of the pie. German Colony was Kaiser Wilhelm's section, and up until the War of Independence, it was a non-Jewish neighborhood. After that, the Jews came pouring in and though the neighborhood was renamed Baka, its streets are all named after non-Jews.
